
National Refinery Limited (NRL) is poised to initiate a strategic refinery modernization project worth up to $1.2 billion, signaling a calibrated shift in Pakistan’s energy infrastructure. CEO Asad Hasan confirmed that the government will finalize the long-awaited refinery policy shortly, resolving structural bottlenecks that previously hindered large-scale industrial upgrades.
Strategic Engineering and Financial Precision
NRL has appointed Wood, a UK-based engineering consultancy, to conduct a precision feasibility study for this brownfield upgrade. The project aims to transition production toward Euro-V compliant fuels while drastically reducing furnace oil output. Consequently, the facility will align with global environmental standards and domestic energy requirements.

The project requires five to six years for completion following official policy implementation. Strategically, 27.5% of the capital will come from the OGRA escrow account. The remaining balance will involve a mix of internal cash generation and debt, ensuring an optimal capital structure for long-term stability and system efficiency.
Operational Resilience and Market Dynamics
Current operations remain robust, with the refinery functioning at 85% to 90% of its nameplate capacity. Interestingly, a recent decline in smuggling activity—primarily due to the security situation in Balochistan—has improved market conditions. This shift allowed NRL to sell its entire diesel production recently, demonstrating a healthier domestic demand baseline.
